Swedish regulator flags lottery compliance breaches

The gambling monitoring authority in Sweden, Spelinspektionen has found out technical irregularities among various lottery ticket service providers in terms of providing proper information in relation to physical lottery tickets and to ensure compliance with technical specifications. Spelinspektionen has started overseeing six lottery service providers in Sweden in February 2026 that are providing physical lottery tickets with guaranteed prizes higher than the indicated value. The agency assessed the companies for compliance with Swedish legislation in terms of the technical specifications provided by the Gambling Act, Gambling regulation and rules for providing information on the physical tickets. Five of the six cases have now been closed. The operators reviewed included AB Svenska Spel, Movendi Sweden, the Psoriasis Association, Tranås AIF Ice Hockey Association and Vänersborgs Hockey Club. Tranås AIF Ice Hockey Association and Vänersborgs Hockey Club received financial sanctions, with Vänersborgs also receiving a warning. In the case of Svenska Spel, the tickets of SkrapKeno lottery failed to state the date of the first sales of tickets; lack info on the risks associated with gambling and confirm that Spelinspektionen acts as the licensing and monitoring authority. Svenska Spel understood that their information might be generalized and promised to introduce changes into the design of their tickets. The company offered Spelinspektionen with the example of the new ticket that includes gambling risk information and info on the authority in charge. Vänersborgs Hockey Club was fined SEK 8,000 (€720) for failing to provide proof from the authorized organization that their physical lottery tickets complied technical requirements. The regulator also identified missing information about gambling risks, an independent helpline for gambling problems and the supervisory authority. The action comes as Spelinspektionen continues broader enforcement efforts.
