Image: Shutterstock On March 14, 2025, the player placed a CA$1,000 ($702) multi-leg parlay on National Hockey League (NHL), National Basketball Association (NBA), and National Collegiate Athletic Association (NCAA) basketball games taking place that day, with a potential payout of more than $1 million. $1 Million Parlay At Stake According to an AGCO statement, after all the legs were successful and one leg remained, theScore allegedly offered a CA$380,000 ($266,645) cash out. The player accepted right away, but the transaction was rejected after the odds moved. Then, four minutes later, theScore allegedly offered the player a second cash-out of almost CA$100,000 ($70,170), which the player accepted. That offer was also not honored. The bet settled as a loss, and the player received no payout. After an investigation, the AGCO found that “neither cash-out offer was achievable as presented to the player.” Two Cash-Out Offers Rejected The AGCO said this contravened Standard 4.07 of the Registrar’s Standards for Internet Gaming, which requires information provided to players before and during gameplay “does not mislead players or misrepresent games,” including by describing outcomes, prizes, or features that are not achievable. “Operators have a responsibility to ensure that the gaming opportunities they present are accurate and can be honoured as described,” said Dr. Karin Schnarr, chief executive officer and registrar, AGCO. Second-Largest Ontario iGaming Fine The fine is the second-largest monetary penalty the AGCO has levied on an iGaming operator since Ontario’s regulated market opened in April 2022. The largest was a CA$350,000 ($245,600) penalty issued to FanDuel in January for failing to appropriately identify and report unusual and suspicious betting activity involving Czech table tennis. Other significant penalties included CA$150,000 ($105,255) against PointsBet in 2023 for responsible-gambling failures, CA$120,000 ($84,200) against Betty Gaming in August for age-verification failures, and CA$110,000 ($77,185) against BetMGM in 2025 for prohibited inducement marketing. theScore was also fined CA$105,000 ($73,680) in October 2025 for responsible-gambling failures around player protection. AGCO Sends Operators Warning “As the regulator, the AGCO is committed to holding operators accountable when they fail to uphold commitments made to players or otherwise mislead them about gaming opportunities,” said Schnarr. “By imposing the maximum monetary penalty available, we are sending a clear message that these expectations are not optional.” An operator served with a fine by the AGCO can appeal it by requesting a hearing before the Licence Appeal Tribunal within 15 days.
