Gambling has exploded in Pennsylvania over the last two decades, but this has come at the price of increasing numbers of problem gamblers in the state. However, lawmakers are seeking to develop a new system to combat this with the aid of the newly formed Problem Gambling Caucus. What Is the New Caucus About? The new caucus plans to establish safeguards and advance policies that protect consumers and recognize addiction as a legitimate public health concern. Key areas of concern include frictionless betting features that allow users to transfer their entire bank account balance into a gambling app with a single click. Many agree that gambling has expanded too far and lacks adequate safeguards. This has led to a significant increase in problem gamblers in the state. According to A Penn State University report, 6.4% of the state’s population experiences problem gambling, which is more than double the national average. Yet the state has a financial stake in the industry, collecting $3.4 billion annually in gambling revenue, excluding the lottery. Problem gambling expert Brianne Doura-Schawohl explained that this money could instead go to local businesses, retirement accounts, or to paying bills. Meanwhile, Sen. Joe Picozzi (R-Philadelphia) said protecting Pennsylvanians in the digital economy isn’t anti-business, but a matter of responsible governance. The caucus is yet another way Pennsylvania is trying to rein in the state’s problem gambling epidemic. Earlier this month, a lawmaker suggested the state should require statements from problem gamblers each month. Such a system has already been implemented in Australia and has shown that it helps motivate problem gamblers to make changes to their lives. What Will the Caucus Focus On? Back to the new caucus, one of the main priorities of the new caucus is to protect children from the potentially harmful effects of gambling. This would include shielding children from exposure to online gambling, reforming betting advertising practices, and introducing time and spending limits. Raising public awareness about the risks of online gambling is another key goal. Doura-Schawohl said young people increasingly view sports betting as a means of achieving financial success. She added that the growing overlap between gambling and investing, coupled with a flood of television and social media advertisements portraying betting as glamorous, risk-free, and a solution to life’s problems, has contributed to the confusion. Rep. Ben Sanchez (D-Montgomery) echoed Doura-Schawohl‘s words, saying that 40% of Gen Z respondents viewed sports betting as a form of investing. However, he emphasized that gambling should not be considered an income strategy. Other proposed reforms could target relentless gambling advertisements and eliminate in-game betting, which allows wagers on individual plays. However, the main effort aims to raise public awareness of the potential harms and scale of gambling addiction. In other news from Pennsylvania, the police launched a tip line for reporting businesses that continue to host skill games, despite the state making this illegal earlier this year.
